    1. Suffice for robust agency, and
    2. Will exist in some near-future AI systems.

Recommendations for AI Companies

The paper recommends three steps that AI companies should take:

  1. Acknowledge: Acknowledge that AI welfare is an important and difficult issue, and that there is a realistic chance that some AI systems will be welfare subjects and moral patients in the near future.
  2. Assess: Develop a framework for estimating the probability that particular AI systems are welfare subjects and moral patients.
  3. Prepare: Develop policies and procedures that will allow AI companies to treat potentially morally significant AI systems with an appropriate level of moral concern.
